In the latest draft plan, single-use paper and plastic bags would be gone in March 2014.
The grace period would being in March 2013, thus a year for citizens and businesses to adjust.
During that time, retailers could either charge customers 10 cents per disposable bag used, or a $1 feel for the entire transaction, whichever the store prefers.
